The VLR process aims to assess and accelerate progress toward global agendas while improving local governance for sustainable and inclusive development that leaves no one behind. The Brazzaville VLR highlighted several key aspects.
At the policy level, the Republic of the Congo has demonstrated its commitment by aligning national development priorities with SDG targets and indicators through the National Development Plans (PND 2018–2022 and 2022–2026), and by presenting its first Voluntary National Review (VNR) at the High-Level Political Forum in New York in July 2018.
However, despite this favorable framework, implementation efforts have been hampered by the economic crisis since 2015 and the COVID-19 pandemic in 2020, undermining the country’s ability to uphold its pledge to leave no one behind.
